The purpose of The Green Star Outreach Foundation is to honor the Donors’ parents Velma and Marshall Green Sr. by giving back to the community they served. Donors want to uplift, encourage and provide support to the elderly, individuals and families in need in Carroll County, Maryland.
Marshall Green passed away on December 21, 2013. He was 77 years of age. He retired from Lehigh Portland Cement in 1998 and later worked at CHANGE as a driver. He was a deeply devoted Christian serving The Gospel Spreading Church in Union Bridge Maryland as a Deacon for 30 years. There were many hours of volunteer service at Carroll Hospital Center and Marshall was the chief cook of Kettle Fried Chicken at the Westminster Fallfest for over thirty years.
Marshall and Velma Rosella Owens were married on August 10, 1958. Their home was open to children even before they had children of their own. There were five of their own and numerous foster children over forty years. Raised as a foster child himself, Marshall and Velma received many awards over the years for this service to Maryland’s Children. The couple always made sure there were fun things to do with the family, camping trips, trips to the farm in Virginia, viewing Christmas lights during the Holidays, eating steamed crabs in the drive way, and fixing his famous bologna and cracker sandwiches for his babies.
Velma Green was a Social Worker at the Carroll County Department of Social Services for thirty years. Upon her retirement she went to work for The Shepherd’s Staff, a Christian Outreach Center located in Westminster, Maryland where she serves clients to this day.
Donors want to honor their parents and the cherished memories created by them and pass their love of God and Family on to another generation. The work of these two outstanding people will be carried out in their name for many years to come.
